Changes to Premises Registration and the Consignment Note Number Format

Changes from the 1st April 2016:

  • Producers of hazardous waste in England will no longer need to register their premises with the Environment Agency.
  • The format of the unique consignment note code that appears on every consignment note will change.

N.b. These changes only apply to England. It does not affect premises in Wales, Scotland or Northern Ireland who should continue with the current processes in place.

1. Premises Registration

From the 1st of April, all premises in England that handle, store or generate hazardous waste are no longer required to register with the Environmental Agency.

2. Consignment Note Numbers

As a result of premises registration removal, the format of the consignment note code will change. The first six characters of the consignment note code (currently the premises registration number) will be replaced by the first six characters (excluding symbols) of your business name.

It will be your responsibility to ensure consistent use of the business name on all consignment notes.

3. Consignment Note - SIC Code

The requirement for the SIC code on the consignment note will change. The EA currently accept SIC 2003, SIC 2007 or NACE on the consignment note. The change in the Hazardous Waste Regulations from 1 April 2016, specifying SIC 2007, matches the requirements for waste transfer notes (for non-hazardous waste). The EA currently have a Regulatory Position to allow different SIC publications and the use of NACE codes to be used; we will be continuing to allow the use of NACE.

How Will TRADEBE Help?

TRADEBE will generate a suitable entry for the six characters that will make up the first part of the consignment note number. Please let your TRADEBE contact know if you have a specific requirement. The second set of characters will continue to be five alpha-numeric characters giving a unique code per consignment.
